The strategy for exploring the ‘solution space’, based on the conceptual framework (Fig. 1, [19]). The different codes (C1, C2, …etc.) visualize that there are widely different options in the ‘solution space’, ranging from operational options for local application (e.g., to swiftly solve a local water quality problem), up till tactical and strategic options for (inter)national water governance. The diversity of codes is explained in the text, and some examples are summarized in Additional file 1
